International development cooperation

The goal of the international development cooperation of the Ministry of Education and Research is to share the Estonian experience in education reforms and modernisation of educational systems.

The main vectors of development cooperation are supported by Estonia’s international reputation of being an education and digitalisation nation, and aided by successful results of our students in PISA tests and recent developments of educational technologies.

The educational goals in development cooperation are improving access to high-quality education, supporting multilingual education, developing general education, implementation of inclusive education principles and developing vocational education. Considerable attention is also paid to teacher training, curriculum reforms, educational technologies, digital learning and youth work.

In cooperation with the Ministry of Foreign Affairs, we have agreed on the following development cooperation priority states: Ukraine, Georgia, Moldova, Kenya, Uganda, Ghana. Donor organisations such as UNICEF, GPE and GIZ play an important role in the cooperation. In 2022, the Ministry signed a cooperation memorandum with the Ministry of Education of Kenya.

Estonia participates in Global Education Network Europe (GENE) activities since 2010. Estonia’s participation in GENE is coordinated by the Ministry of Foreign Affairs, with the Ministry of Education and Research making its contribution in educational topics.
