The goal of the programme is to create conditions for successfully offering education-related services, keeping in mind the good reputation Estonia has in terms of education and digitalisation. The programme includes the description of measures and roles of parties in enacting measures until 2027.

The programme was designed led by the Ministry of Education and Research and the Education and Youth Board, in cooperation with the Business Diplomacy and Development Cooperation departments of the Ministry of Foreign Affairs, the Ministry of Economic Affairs and Communications, Enterprise Estonia, Startup Estonia and representatives of relevant organisations and the public sector. As it is a constantly updating document, it creates the basis for continuous input from the partners and cooperation between them.
