Today and tomorrow, Minister of Education and Research Kristina Kallas is representing Estonia at the informal meeting of European Union ministers responsible for science in Copenhagen. The discussions will focus on the development of critical technologies in Europe and the funding of research and innovation in the next EU multiannual financial framework.

Ahead of the meeting, Minister Kristina Kallas emphasized that Europe must not only strive to remain at the forefront of scientific and technological progress but also maintain its leadership position. “To achieve this, we need evidence-based policymaking, close cooperation between different sectors, and investments that reach all member states. It is important to support the mobility of researchers between science and business and to improve access to funding,” said the minister, adding that Estonia advocates for the development of both small and large enterprises across Europe, with particular attention to the opportunities available for smaller countries.
 
On the first day of the meeting, ministers will focus on how to strengthen Europe’s position in the development of strategically important technologies—such as artificial intelligence, quantum computing, and biotechnology. Estonia emphasizes that achieving technological independence requires enhanced cooperation between science, business, and government; reliable supply chains; and strengthened research security.
 
On the second day, discussions will center on research and innovation funding in the next EU budget period. Estonia considers it important to continue supporting countries whose research capacity is still developing. Although Estonia has made significant progress, continued support is needed to further strengthen our research and innovation system, and we expect such measures in the upcoming funding period as well.
 
Estonia also supports the idea that EU funding should incentivize member states to increase their national research budgets. We want the next framework programme to retain its current logic, enabling universities to engage in international cooperation and carry out high-quality research projects.
